All khajit are allowed in cities EXCEPT for caravans, the reason you dont see much of them is because rarely any khajit migrate to skyrim save for the caravans because it is too cold for them. There is a mod that enables the feature of blocking Khajiits and Argonians from entering the cities.

Ri'saad's caravan travels back and forth between Markarth and Whiterun. Ahkari's caravan travels from Dawnstar to Whiterun to Riften. Ma'dran's caravan travels from Windhelm to Solitude. Dolls, dresses, and other kid stuff can usually also be purchased from most shopkeepers, but it is sort of a gamble whether they'll have them in stock at any particular time.
