I tried looking around online and nobody agreed on anything, but it sounds like Toughness doesn't effect conditions like bleeding or burning, but beyond that nothing was really clear on whether having extra health or extra armor would help you tank more.

Primary attributes have a base value that grows with character level, rising every level until character level 10 and every even level thereafter.
